
Dormitory Check‑In
To find out which dormitory you have been assigned to, check the website of the institute you were admitted to. If the check‑in lists have not appeared yet, or if your name is not on the list, contact the Deputy Director for Student Affairs of your institute; as a last resort, contact the Center for Adaptation and Educational Work.

If you do not have your chest X‑ray certificate yet, you may provide it after you check in.

Registration (Migration Registration)
You must complete your registration on the 1st day after arriving in Krasnoyarsk.
Important: If you travel within Russia, return to Krasnoyarsk, move to a new dormitory, etc., you need to register again each time.

Health Insurance Policy
All international citizens are required to have a valid health insurance policy that covers them until the end of the academic year. You can request your insurance through the Center for Adaptation and Educational Work.

Study Contract and Academic Transcript
You can obtain these documents from the dean's office of your institute. You will also need to bring 2 photos to the dean's office – for your student ID card and grade record book.

Documents for Visa Extension
After your arrival, the Visa Support and Migration Registration Office (or the Center for Adaptation and Educational Work staff) will give you a visa extension application form. This form will include a list of documents you need to submit for the visa extension, as well as the date by which you must bring these documents.

Registration Form
You need to obtain this document from the Visa Support and Migration Registration Office – approximately 1–2 weeks after submitting your documents.

Fingerprinting
Only after you have received your registration and the medical examination certificates. You can read more details in this article.

Copy of Your Fingerprinting Results
As soon as you receive your green fingerprinting card, you need to bring a copy of it to the Visa Support and Migration Registration Office. This document is required for your visa extension.
You also need to bring, together with the green card, a certificate confirming that your documents have been accepted by the Ministry of Internal Affairs.

SIM Card
As of early 2025, new rules for obtaining a SIM card for foreign citizens have come into effect in Russia. You can only purchase a SIM card by visiting a mobile network store in person, completing biometric identification, and using the State Services (Gosuslugi) portal.
1. Email
You must have an email address that you can access. If you do not have an email address, you need to create one.
2. Notarized Translation of Your Passport
Have a notarized translation of your passport made (all pages with stamps). For more details about this step, please see this article.
3. SNILS
Request your SNILS at a "My Documents" multifunctional center.
Required documents: passport, passport translation, registration, migration card.
Tip: When you go to the Multifunctional Center to get your SNILS, we also recommend that you apply for your INN (Individual Taxpayer Number). This document will be required to receive your scholarship.
4. Verified Gosuslugi Account
Five days after receiving your SNILS, you can go to a "My Documents" multifunctional center to register on the Gosuslugi portal and verify your account.
Required documents: passport, passport translation, migration card, registration.
*Before visiting the multifunctional center, you need to download the Gosuslugi app.
5. Verified Biometrics
To verify your biometrics, you need to go to a bank and provide the required documents (passport, passport translation, migration card, and SNILS). A bank specialist will then verify your biometrics.
You can view your confirmed biometrics in the Gosuslugi app, under the "Gosuslugi Biometrics" section.
6. Mobile Service Contract
To get a new SIM card, visit a mobile network operator's office. You will need to bring the following: passport, passport translation, migration card, SNILS, a verified Gosuslugi account, and verified biometrics. Then, a staff member will prepare the contract, you will sign it, and your SIM card will be activated.

Scholarship Card
To receive your scholarship card (within the first month), you need to contact the dean's office of your institute.
This step applies only to students who are studying at state expense (on a tuition‑free basis) or under the Russian Government Quota and will be receiving a scholarship.

Medical Examination
To be allowed to attend physical education classes, you need to undergo a medical examination.
Important: The medical examination for fingerprinting and the medical examination for physical education classes are two different medical check‑ups.

Health Insurance Policy
A medical health insurance policy is required for all subsequent migration procedures, so you need to obtain it as a priority.
You can request your insurance online by messaging the Center for Adaptation and Educational Work via WhatsApp or VK, or you can visit the office in person. You can pay for your insurance in cash or by online transfer. However, if you do not have a bank card yet, the only way to purchase insurance is to visit our office in person.
Please note that processing your insurance will take 2–3 business days. To complete subsequent migration procedures on time, you need to request your insurance immediately after arriving in Krasnoyarsk.

Registration (Migration Registration)
You must complete your registration on the 1st day of crossing the border. Otherwise, your stay is considered illegal.
You need to register again in the following cases:
Important: If you leave your registered location for more than 3 days, your registration is automatically canceled. Hotels, hostels, and similar accommodations register you automatically. Your registration must always match your actual place of residence or temporary stay.

The university has several Passport Registration Office locations. Which one you should go to depends on which dormitory you live in.
For students from dormitories No. 20–22 and No. 25–27: 80 Svobodny Prospekt, rooms No. 1, 2, and 3.
For students from dormitories No. 28–29: 8 Vuzovsky Lane.
For students from dormitory No. 30: 1 Borisova Street.

3. "My Documents" Multifunctional Center
If you are renting an apartment or living with friends or relatives, you need to complete your registration together with the property owner at the "My Documents" multifunctional center. Alternatively, the property owner can register you online using the Gosuslugi app.
