To be selected for the Russian Government quota and study tuition-free, you need to complete the following steps:
- Register on the "Education in Russia" platform
- Receive an invitation to the selection process in your country and successfully complete it
- Find your name on the website's list of candidates for the second stage of selection
- Wait for an email with access to your personal account on the portal
- Track your application status in the personal account

Held annually since 2017, this online competition is organized by top Russian universities with government support. It offers 14 subject areas in English and Russian, from engineering to medicine. Winners receive admission to a bachelor's, master's, or doctoral program, or a post-doc position at a leading Russian university. Over 6,000 international students have won in the past seven years.
State-Funded Places for Compatriots Living Abroad
If you hold a foreign citizenship and can confirm your status as a compatriot (a person with historical, cultural, or family ties to Russia), you have the same rights as Russian citizens when applying to state-funded places at Siberian Federal University.
Who is considered a compatriot?
According to Russian federal law, compatriots include:
- Russian citizens permanently residing outside Russia;
- People who formerly held USSR citizenship, now live in countries that were part of the USSR, and have since obtained local citizenship or become stateless;
- Emigrants from the USSR or the Russian Federation who once held Soviet or Russian citizenship but now hold foreign citizenship, permanent residency abroad, or are stateless;
- Direct descendants (children, grandchildren, etc.) of the above-mentioned persons.
How to confirm your status at the university
You do not need to obtain any special document in advance. Your status is verified directly by the university's Admissions Committee. To do so, you must submit documents (such as passports or birth certificates) or other evidence proving:
- Former USSR citizenship or your citizenship status at the time of application (for those who held USSR citizenship);
- Past residence on the territory of the Russian State, the Russian Republic, the RSFSR, the USSR, or the Russian Federation, as well as your citizenship at the time of departure and your current citizenship status (for emigrants);
- Direct lineal descent from any of the above persons (for descendants of compatriots);
- Current residence abroad (for all applicants seeking compatriot status).
If your documents are in a foreign language, they must be translated into Russian. The translation must be notarized.
Important note
If you are a citizen of Azerbaijan (or any other foreign country) and you have documents confirming your compatriot status, you can apply to SibFU on a competitive basis and study for free! The only additional requirement is to provide proof of Russian language proficiency or complete Russian language courses at our university.
